"Certification of a civil servant is conducted in order to determine its compliance with displaced post of civil service. Certification of a civil servant is held once in three years.
During the appraisal takes into account the observance of civil servants limitation, no violations of the prohibitions, requirements for official conduct and obligations stipulated by the statute.
According to the results of certification should be one of the following decisions:
a) corresponds to the displaced post of civil service;
b) corresponds to the displaced post of civil service and recommended for inclusion in the prescribed manner to the personnel reserve to fill vacant civil service;
c) corresponds to the displaced post of civil service, subject to successful completion of professional training or professional development;
d) does not match the displaced post of civil service.
